Open Question: put all header info into IP search and that's what it told me the entire path it took to get to me?

I don't understand how it could be the exact same path when he emailed me "supposedly" from Texas" and now from UK...still using same email address but IP header info exactly the same. I told him this and he says he's 'Insulted" and I told him I'm insulted until he can prove to me that I am wrong. I also read that an IP STAYS with each computer. He says he has a laptop...so do I. I checked my IP and it says I'm in Madison, WI and I am NOT. It's at least a 4 hour drive away from me and in another state, but it also told me that it is the company I DO use for my internet service provider so really don't know what to think at this point. I don't want to accuse someone if I am wrong, on the other hand if he is a liar I REALLY do need to know!
